{"id":1141,"date":"2019-02-27T13:30:48","date_gmt":"2019-02-27T13:30:48","guid":{"rendered":"http:\/\/commodityconversations.com\/wordpress2\/?p=1141"},"modified":"2019-02-27T08:57:29","modified_gmt":"2019-02-27T08:57:29","slug":"agricensus-report-11","status":"publish","type":"post","link":"https:\/\/commodityconversations.com\/wordpress2\/2019\/02\/27\/agricensus-report-11\/","title":{"rendered":"AgriCensus Report"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Macron promises greater farmer protection from overseas \u2018threat\u2019<\/h3>\n\n\n\n<p>French President Emmanuel Macron has promised to protect EU farmers \nfrom overseas competition, using a speech Saturday to call for an \nincrease to the European Union\u2019s Common Agricultural Policy (CAP) budget\n despite the impact of Brexit on its finances.<\/p>\n\n\n\n<p>Macron called for the EU to pursue an \u201cambitious\u201d Common Agricultural\n Policy (CAP), vowing that its budget would not be reduced as a result \nof the UK leaving.<\/p>\n\n\n\n<p>CAP negotiations remain underway, with its policies and budget for 2021-2027 expected to be announced by June.<\/p>\n\n\n\n<p>The CAP currently accounts for about 40% of the EU\u2019s budget \u2013 or \naround \u20ac58 billion a year \u2013 with France the single biggest recipient, \ntaking about 15% of that pot.<\/p>\n\n\n\n<p>But the departure of the UK from the EU sheduled for March 29 has \nthreatened to blow a hole in the EU\u2019s finances, with an expected \nshortfall of \u20ac12-14 billion a year splitting member states, some of \nwhich have been hoping to cut their contributions.<\/p>\n\n\n\n<p><strong>External threats<\/strong><\/p>\n\n\n\n<p>Calling for EU unity on the issue, Macron said \u201cthe real risk facing \nour agriculture is not \u2026 competition between European states,\u201d instead \nwarning the bloc is threatened \u201cfrom the outside by great powers that \u2026 \nconsider food a commodity\u201d.<\/p>\n\n\n\n<p>\u201cToday French wheat is competing on the world market with Russian or \nUkrainian wheat, produced on farms of thousands of hectares, ten times \nlarger than the largest of our farms,\u201d Macron said.<\/p>\n\n\n\n<p>While France\u2019s wheat sales have managed to hold up this year, the \nwider EU has plummeted 20% after a poor harvest left exporters \nstruggling to compete with lower-cost producers after a poor harvest.<\/p>\n\n\n\n<p>And longer-term, the EU has lost market share in some of its traditional buyers as Black Sea producers have boosted production.<\/p>\n\n\n\n<p>Macron urged the development of higher quality wheat in order to \ndifferentiate itself from, and to compete wit,h Russian and Ukrainian \nexports, as well as boosting its ties with Africa as a destination \nmarket.<\/p>\n\n\n\n<p>Macron also spoke of the need for a \u201cred line\u201d in the EU\u2019s trade \nnegotiations with the US on agriculture, calling for \u201cfood sovereignty\u201d \nand warning that importing genetically modified soybeans leaves EU \nlivestock and poultry at the mercy of price volatility.<\/p>\n\n\n\n<p>Macron\u2019s struck a similar tone to that of European Commission \nPresident Jean-Claude Juncker, who warned last week that the EU\u2019s \nincreased soybean imports from the US would be under threat if \nmeaningful progress in trade talks could not be made.<\/p>\n\n\n\n<p>Brussels has been at pains to keep agriculture off the table in  ongoing trade negotiations with Washington, although the US has been  pushing to open the EU market to its exporters.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh3.googleusercontent.com\/CAmRH3I55pt2UA9QGg6UVM5QkLe6Q7KWOsJvtn9Fo0SGUiuxOusVI3ZfbTXF1VfVuThRomI1eVgaN053wghykNTT36pA_Soe8AkEg8T5u0USwzkJGVrmnYG2z7V_j_fRl2E2Wzbc\" alt=\"This image has an empty alt attribute;
