Some participants argued that food supply chains have <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2022\/may\/22\/food-crisis-is-what-happens-when-global-chains-collapse-we-might-need-to-get-used-to-it%20%20%20%20The%20Guardian%20argues%20that%20the%20food%20crisis%20is%20a%20result%20of%20a%20collapse%20in%20global%20supply%20chains.\">collapsed,<\/a> with around 30 countries currently <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-24\/rising-global-food-protectionism-risks-worsening-inflation-woes\">restricting<\/a> food exports. (Thailand is one country that will <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-25\/thailand-reaping-food-export-windfall-with-protectionism-rising\">benefit<\/a> from other countries\u2019 export restrictions.)<\/p>\n<p>Malaysia this week joined the list with a ban on <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-24\/malaysia-summons-top-poultry-producers-as-it-halts-exports\">chicken<\/a> exports, and India announced that it would <a href=\"https:\/\/www.reuters.com\/markets\/us\/india-restricts-sugar-exports-first-time-6-years-government-order-2022-05-24\/\">limit<\/a> sugar exports in the current 2021\/22 marketing year to 10 mln mt. (Indian mills have signed contracts to export 9.1 mln mt of sugar and already exported 8.2 mln mt.) Bloomberg <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-24\/india-to-limit-sugar-exports-in-new-risk-to-global-food-prices\">called<\/a> the ban \u201can extreme case of precaution.\u201d<\/p>\n<p>India\u2019s food and trade minister said India might <a href=\"https:\/\/www.aljazeera.com\/economy\/2022\/5\/24\/inside-indias-policy-flip-flop-on-wheat-exports\">relax<\/a> its export curbs on wheat. He explained the ban ensured a fair distribution of grains to countries in need rather than allowing speculators to manipulate the market. \u00a0There have been fears that India might <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-26\/india-s-protectionist-moves-spark-concern-that-rice-may-be-next\">limit rice exports<\/a>, but domestic supplies are adequate, and the government has decided that export restrictions are <a href=\"https:\/\/www.reuters.com\/world\/india\/india-has-no-plans-curb-rice-exports-local-supplies-surge-2022-05-26\/\">unnecessary<\/a> for the time being. In the meantime, however, India could face a <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2022-05-25\/india-s-ambition-to-export-wheat-falls-victim-to-climate-change?sref=DGDhw0Nx\">chapati<\/a> crisis.<\/p>\n<p>There have many media articles about Russia <a href=\"https:\/\/www.bbc.co.uk\/news\/av\/world-61574412\">weaponising<\/a> food. \u00a0European politicians have <a href=\"https:\/\/www.bbc.co.uk\/news\/business-61562864\">condemned<\/a> Russia for blocking Ukraine\u2019s access to the sea and accused the country of <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-24\/european-leaders-in-davos-decry-russia-using-food-as-blackmail\">blackmail<\/a>.<\/p>\n<p>The <a href=\"https:\/\/www.theguardian.com\/world\/2022\/may\/23\/lithuania-calls-for-joint-effort-on-russia-black-sea-blockade\">EU<\/a> and <a href=\"https:\/\/www.bbc.co.uk\/news\/business-61548029\">Ukraine<\/a> want to impose a safe sea corridor for food exports. The Russian president said that he would <a href=\"https:\/\/www.reuters.com\/world\/europe\/russia-ready-set-up-corridor-ships-carrying-food-leave-ukraine-ifax-2022-05-25\/\">comply<\/a> if the West <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-26\/putin-ties-grain-exports-to-demand-that-sanctions-on-russia-go\">removed<\/a> its sanctions. The UN suggested that the West could <a href=\"https:\/\/news.yahoo.com\/analysis-uns-grain-fertiliser-plan-152808315.html\">lift sanctions<\/a> on fertilisers if Russia allowed Ukraine to export grain, but Russia wants all sanctions lifted.<\/p>\n<p>The Kremlin argues that Ukraine caused the food crisis by <a href=\"https:\/\/www.reuters.com\/world\/europe\/kremlin-says-west-is-blame-ukraine-grain-export-problems-2022-05-26\/\">placing<\/a> mines in coastal areas. Ukraine is worried that <a href=\"https:\/\/www.agricensus.com\/Article\/Wheat-commentary-US-prices-fall-amid-talk-of-Ukraine-grain-corridors-22366.html\">removing<\/a> the mines would allow Russia to launch a sea invasion. The EU <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/eu-calls-russia-dialogue-unlock-ukraine-food-exports-2022-05-24\/\">called<\/a> for talks with Moscow on the issue.<\/p>\n<p>Speeding up <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-25\/mined-ports-polish-red-tape-among-issues-stopping-ukraine-grain\">rail shipments<\/a> may be a solution in the short term. Lithuania has received its first <a href=\"https:\/\/www.nasdaq.com\/articles\/lithuania-receives-first-ukrainian-grain-by-rail-for-onward-shipment\">rail delivery<\/a> of grain from Ukraine for shipment from Klaipeda port and expects to receive up to one train per day, each with 1,500 tonnes of grain. The trains reach Lithuania via Poland. Ukraine also hopes to <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/black-sea-ports-still-best-way-get-ukraines-grain-moving-fast-2022-05-26\/\">move 700\/750,000 mt<\/a> a month from two small ports on the Danube to Romania for onward shipment to North Africa and Asia.<\/p>\n<p>The country is <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/time-ukraine-grain-exports-ebbing-harvest-looms-says-lawmaker-2022-05-25\/\">running out of time<\/a> before the new harvest. The country\u2019s spring crop <a href=\"https:\/\/www.agricensus.com\/Article\/Ukraine-s-wartime-spring-crop-sowing-campaign-nears-its-end-22427.html#:~:text=Ukrainian%20wartime%20spring%20crop%20sowing,from%20the%20country's%20agriculture%20ministry.\">sowing<\/a> campaign is 89 per cent complete at 12.64 million hectares. Some farmers may soon find it more <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2022-05-25\/the-global-food-crisis-is-bad-us-crop-insurance-program-makes-it-worse\">profitable<\/a> to file insurance claims and keep their land idle.<\/p>\n<p>The BBC has a long read on palm oil in which they <a href=\"https:\/\/www.bbc.co.uk\/news\/world-61509744\">accuse<\/a> plantation owners of depriving Indonesian tribes of millions of dollars. Aljazeera has a background article on the <a href=\"https:\/\/www.aljazeera.com\/economy\/2022\/5\/25\/malaysian-palm-oil-giant-seeks-to-revive-image-amid-labour-claims\">challenges<\/a> facing the Malaysian palm oil sector, <a href=\"https:\/\/www.freemalaysiatoday.com\/category\/nation\/2022\/05\/23\/oil-palm-sector-could-lose-rm28bil-due-to-lack-of-foreign-workers\/\">suffering<\/a> from a shortage of foreign workers.<\/p>\n<p>India\u2019s palm oil imports could <a href=\"https:\/\/economictimes.indiatimes.com\/news\/economy\/foreign-trade\/indias-palm-oil-imports-could-fall-to-11-year-low\/articleshow\/91784279.cms\">fall<\/a> to an eleven-year low as the country imports more of the cheaper soy oil.<\/p>\n<p>Indonesia will <a href=\"https:\/\/www.agriculture.com\/markets\/newswire\/indonesia-to-replace-cooking-oil-subsidy-with-price-rules-on-its-raw-materials\">remove<\/a> its subsidy on bulk cooking oil and replace it with a domestic price limit on the raw materials used to produce it. (Reuters explains Indonesia\u2019s stop-start export policy <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/indonesias-stop-start-controls-palm-oil-exports-2022-05-24\/\">here<\/a>.) However, the country has <a href=\"https:\/\/www.reuters.com\/business\/energy\/indonesia-has-no-plan-reduce-palm-oil-biodiesel-mix-minister-2022-05-23\/\">no plans<\/a> to reduce palm oil in its biodiesel mix.<\/p>\n<p>The FT calls for a <a href=\"https:\/\/www.ft.com\/content\/471d4513-176c-4837-a7d4-7ef2609b720a\">rethinking<\/a> of global biofuels policies and argues that a 50 per cent reduction in grain used for biofuels in Europe and the US would compensate for all the lost Ukrainian grain exports. The US and many other countries <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-26\/spiking-gasoline-and-food-costs-weigh-on-biden-biofuel-plans?sref=DGDhw0Nx\">face<\/a> a dilemma over their biofuel policies as the prices of food, fuel, and feedstocks climb simultaneously.<\/p>\n<p>Spot prices for the nitrogen fertilizer ammonia <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-26\/fertilizer-prices-plunge-nearly-30-giving-relief-to-farmers\">fell to $1,000 per mt<\/a> last week, down 30 per cent in the past month. They are still 87 per cent higher than a year ago. Analysts attributed the price fall to demand destruction.<\/p>\n<p>The CEO of Yara, the fertiliser producer, has said that sanctions have <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/fertiliser-maker-yara-says-world-faces-extreme-food-supply-shock-2022-05-26\/\">removed<\/a> at least 15 per cent of the global fertiliser supply. Even so, Brazil is <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-25\/brazil-gets-critical-fertilizer-shipments-in-time-for-soy-planting\">importing<\/a> record quantities for its soybean crop.
